We have received notice from your local municipal election officials that you filed nomination papers for this year's ballot. This is to inform you of your responsibilities under the Depository System of campaign finance disclosure.

The Depository System requires a candidate to designate a bank and open an account where all deposits and expenditures of the campaign are made. The bank will file a monthly report disclosing deposit amounts and expenditures that cleared your account. You are obligated to file deposit reports disclosing the identity of each contributor and to clarify the bank report to provide a purpose of each expenditure.

You must complete and sign the form CPF 101: Statement of Organization (link) and CPF D103: Appointment of Depository Bank (link). After finishing the candidate portion of the CPF D103, you are required to bring the form to your bank and ask them to complete and sign the Bank Acknowledgement section. While at your bank, if there are any questions regarding the CPF D103, please call OCPF for clarification. The candidate must then submit all forms to OCPF.

It is very important that both documents are filed with OCPF by July 1, 2025. You should not raise or spend any funds for the campaign (including the candidate's own money) until these forms are on file with OCPF. These forms can be scanned and emailed to ocpf@mass.gov or mailed to the address above.

For further information on the Depository System, please visit www.ocpf.us, click on the Organize with OCPF section and then select the City Councilor option. Step-by-step instructions are provided along with an online organization tool. This is a link to a list of banks that currently participate in the Depository System: https://www.ocpf.us/Filers/BankDepository.
